João Álvaro Brandão Soares Carvalho is a Full Professor at the Department of Information Systems, School of Engineering, University of Minho, Portugal, and a researcher at Centro ALGORITMI. He also serves as an Adjunct Professor at the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV) in Guimarães, Portugal. As a Senior Researcher with Dr habil, he is a member of both the IST R&D Group and ISTTOS R&D Lab at Centro ALGORITMI. His educational background includes graduating in Systems and Informatics Engineering from the University of Minho in 1983, the same year he joined the university as a junior instructor. He earned his PhD in Computing (Information Systems) from the University of Manchester Institute of Science and Technology (UMIST), UK, in 1991. Professor Carvalho's research focuses on the fundamentals of information systems, encompassing information technology and its human, organizational, and social dimensions. His work extends to enterprise development interventions involving the implantation, use, and exploitation of information technology. He has made significant contributions to research approaches, methods, and curriculum development in information systems education. His recent publications demonstrate a strong emphasis on e-Government, e-Justice, organizational agility, and the implementation of enterprise IT applications in SMEs. Throughout his career, Professor Carvalho has held numerous leadership positions including head of department, interim dean and vice-dean of the School of Engineering, president of the School's General Council, and vice-director of the School's educational board. He has served as UMinho's institutional ombudsperson and has been involved with the Portuguese agency for higher education evaluation (A3ES) since 2013. As a founding member of APSI (Portuguese association in IS) and active participant in international organizations like AIS and IFIP, he has significantly influenced information systems research and education globally. His research activities span several laboratories and teams, particularly within Centro ALGORITMI, where he contributes to projects focused on innovative governance, smart cities, and health informatics. His work with the IST and ISTTOS R&D groups demonstrates his commitment to advancing information systems theory and practice, particularly in the context of public administration and electronic governance.
