Luís Miguel Martins Nunes is an Associate Professor at the Department of Information Science and Technology (ISTA), Iscte – Instituto Universitário de Lisboa, where he has been a faculty member since 1997. He is also an Integrated Researcher at ISTAR-Iscte, a research center dedicated to Information Sciences, Technologies, and Architecture. His academic journey includes a PhD in Computer Engineering from the Faculty of Engineering of the University of Porto (2006), a Master’s in Electrical and Computer Engineering from Instituto Superior Técnico (1997), and a Bachelor’s in Computer Science from the Faculty of Sciences of the University of Lisbon (1993). He is particularly focused on computational modeling of systems, applying AI to improve public policy planning, fraud detection, and digital governance. His recent research projects reflect a strong trend in applying AI and data science to solve societal challenges. These include AI4PA (Artificial Intelligence for Public Administration), ISDAPPP (data analysis for public policy), AIH (secure AI in healthcare), and ECI 4.0 (intelligent retail spaces). These efforts demonstrate a consistent focus on ethical, secure, and impactful AI deployment in public and private sectors. He mentors students through master’s theses and applied projects in AI and data science. He teaches courses such as Introduction to Machine Learning , Autonomous Agents , Big Data and AI in Public Policies , and Object-Oriented Programming , contributing to the training of future data scientists and AI specialists. His work is conducted primarily within the ISTAR-Iscte research center, where he leads or contributes to interdisciplinary teams focused on AI, data analytics, and digital innovation. His role emphasizes collaboration with public institutions (e.g., AMA, IAPMEI, AICEP), industry partners (e.g., SONAE, Axians), and other academic centers (e.g., NOVA IMS, INESC-ID), fostering a living laboratory model for public sector digital transformation.
