Owen O'Donnell is a Full Professor of Applied Economics at the Erasmus School of Economics and Erasmus School of Health Policy & Management , Erasmus University Rotterdam. He is a Research Fellow at the Tinbergen Institute and an Editor of the Journal of Health Economics .
