Willy E. Rice is a tenured Professor of Law and Englehardt Research Fellow at St. Mary’s University School of Law in San Antonio, Texas. He holds a J.D. from the University of Texas at Austin, a Ph.D. from the University of North Carolina at Chapel Hill, and a postdoctoral fellowship from Johns Hopkins University.
