Graeme Roy serves as Professor of Economics and Dean of External Engagement in the College of Social Sciences at the University of Glasgow, where he is affiliated with the Adam Smith Business School. He also holds significant external roles as Chair of the Scottish Fiscal Commission and editor for the Economics Observatory. Previously, he was Director of the Fraser of Allander Institute at the University of Strathclyde and served as a Senior Civil Servant in the Scottish Government, where he was Head of the First Minister's Policy Unit. Professor Roy's research focuses on economic modeling, devolution, economic strategy, and public policy, with particular expertise in trade policy and the economic implications of constitutional change. His work examines the complex trade-offs involved in border arrangements, analyzing how secession impacts both seceding and successor regions through the lens of trade integration and relative economic size. His research demonstrates that while secession generally harms both regions economically, the severity depends on pre-existing trade relationships and relative sizes, with smaller, highly integrated regions typically experiencing more significant negative impacts. His publications reveal a consistent analytical approach using computable general equilibrium modeling to assess the economic implications of Brexit, Scottish independence, and other constitutional changes. His work shows that changing market access arrangements involves complex trade-offs, particularly for Scotland which must balance its strong economic ties with the rest of the UK against potential EU market access. The composition of Scotland's economy - heavily service-based with significant manufacturing exports - creates particular challenges in navigating these trade-offs. Professor Roy has received recognition through his appointment as Chair of the Scottish Fiscal Commission, reflecting his standing as a leading economic analyst in Scotland. His work bridges academic research and policy application, providing evidence-based analysis of complex economic questions facing Scotland and the UK. As Dean of External Engagement, Professor Roy leads efforts to connect the College of Social Sciences with external stakeholders, leveraging his extensive experience in both academic and government settings. His research continues to inform debates about Scotland's economic future, particularly regarding trade relationships in a post-Brexit context.
