Kristoffer Kolltveit is Professor at the Department of Political Science, University of Oslo, specializing in political communication, bureaucracy, and executive politics. His research focuses on ministerial advisers, political elites, and the relationship between media and public administration in Norway and comparative contexts. He teaches courses on public policy, Norwegian politics, and media-politics-bureaucracy relations at both bachelor's and master's levels. He investigates bureaucratic responsiveness, political ambition, and the evolving structures of core executives in modern democracies. His recent publications reveal a strong focus on ministerial advisers and political communication, with significant contributions to understanding the Scandinavian model of executive politics. Much of his work employs survey research and comparative methods to examine how political advisers operate across different contexts. His research increasingly investigates media pressures on government decision-making and the dynamics of political ambition among youth politicians, demonstrating a consistent scholarly trajectory in understanding the intersection of politics, media, and public administration. Professor Kolltveit leads and participates in significant research projects including the Centre for Research Quality and Policy Impact Studies (R-Quest) and The Political Executive: Cabinet Government Praxis Between Laws and Norms (POLITEX). He is an active member of the Policy, Bureaucracy, and Organization (PBO) research group at the University of Oslo, contributing to collaborative research on governance and political institutions.
