Zachary Courser is an Associate Professor in the Department of Government at Claremont McKenna College (CMC), where he serves as Director of CMC's Policy Lab. Additionally, he holds a visiting Assistant Professor role at CMC and is a Fellow with the Bipartisan Policy Center's Democracy Project in Washington, DC.

His research focuses on congressional reform, elections policy, and political polarization. Key projects include analyzing congressional earmarks and vote-by-mail systems, with a current book project Empowering the Purse: How Earmarks Help Congress Do Its Job. He has co-authored major reports for the American Enterprise Institute and Bipartisan Policy Center, highlighting the empirical benefits of reintroducing earmarking post-2011 moratorium.
Recent publications examine the impact of state-level vote access policies on voter turnout, particularly for minority groups, and the intersection of political polarization with constitutional order. His work spans empirical studies on legislative processes, social movement dynamics (notably the Tea Party), and comparative analyses of retail sector regulations.
Prof. Courser has led multi-institutional research partnerships with RAND Corporation, Brookings Institution, and others. He previously directed CMC’s Washington Program and worked on Capitol Hill, and contributes to Southern California Public Radio as a political commentator. His teaching interests include American citizenship, democracy, and political parties.
