William Casey Boland is an Assistant Professor in the Department of Public Affairs at the Marxe School of Public and International Affairs, Baruch College, City University of New York (CUNY). His research focuses on state and federal policies affecting higher education, particularly Minority Serving Institutions (MSIs), including Hispanic-Serving Institutions (HSIs) and Historically Black Colleges and Universities (HBCUs). He examines how accountability policies, funding mechanisms, and political dynamics impact student success and institutional equity. Dr. Boland holds a PhD in Higher Education from the University of Pennsylvania.
His education includes a PhD and M.S. in Higher Education from the University of Pennsylvania, and a B.A. in Political Science and Journalism from Rutgers University. He teaches courses such as 'Higher Education, Politics, and Policy' and 'Research for the Educational Administration.'
Research interests include performance-based funding, policy analysis, STEM access for underrepresented groups, and MSI funding equity. His work appears in journals like American Education Research Journal and Research in Higher Education. He has presented at major conferences including the American Educational Research Association and Association for Education Finance and Policy.
