Viktor Weber is a Postdoctoral Fellow at the Centre for Climate Change Law and Governance (CLIMA) within the Faculty of Law at the University of Copenhagen, conducting research on actor roles in reducing greenhouse gas emissions from the shipping industry through the InterAct project. Previously, he held postdoctoral positions at the University of Oslo's NCCS project and research fellowships at the National University of Singapore and University of Southampton.
He earned his LLB, LLM, and PhD in Law from the University of Southampton, establishing foundational expertise in legal frameworks governing maritime and environmental systems.
His research spans Maritime Law, Environmental Law, and Energy Law with concentrated focus on shipping decarbonization, carbon capture and storage (CCS), and climate governance. Current investigations examine legal barriers to slow-steaming adoption in bulk shipping, market-based mechanisms under IMO regulations, green finance structures, and transnational legal harmonization for CO2 transport. This work bridges regulatory theory with industry implementation challenges across global shipping networks.
Recent publications reveal a clear trajectory toward interdisciplinary climate solutions, integrating maritime economics, environmental policy, and legal compliance mechanisms. His scholarship consistently addresses the tension between international regulatory frameworks and on-the-ground industry practices, particularly regarding emission reduction targets and stakeholder accountability in maritime transport.
Dr. Weber's scholarly contributions have been recognized through the Best Postgraduate Presentation Prize awarded in 2015.

He actively shapes policy discourse through participation in IMO meetings, EU Horizon 2020 initiatives, and specialized conferences like the CIL-CLIMA Decarbonization of Shipping event. As a core member of CLIMA and the InterAct project team, he collaborates with international experts to develop actionable legal pathways for maritime climate action, while maintaining strong connections to industry stakeholders through regular consultations and podcast contributions.
