Victoria Hunter Gibney

Victoria Hunter Gibney serves as a doctoral candidate and adjunct instructor within the Department of Public Administration and Policy at American University, bridging public health expertise with policy analysis for social safety net programs.

Her academic foundation includes:

• Master of Public Health (MPH) in Social and Behavioral Sciences from the University of Florida
• Bachelor of Arts (BA) in Political Science from the University of Florida
• Bachelor of Science (BS) in Family, Youth & Community Sciences from the University of Florida

Research critically examines material hardship through lenses of antipoverty policies (Child Tax Credit, Earned Income Tax Credit, TANF, SNAP, WIC) and their impacts on vulnerable families, while innovatively applying Geographic Information Systems (GIS) to map spatial disparities in neighborhood poverty and urban-rural service accessibility.

Prior to AU, she executed seven years of fieldwork at the University of Florida managing SNAP-Ed implementation via UF/IFAS Extension, cultivating expertise in program monitoring, health policy advocacy, and organizational leadership. She maintains Certified in Public Health (CPH) credentials validating her professional specialization.
