Uwe Puetter is a Professor of European Integration and European Politics at the European University of Flensburg (EUF). He is also the spokesperson of the Institute for Social Sciences and Theology (IGT). Previously, he held a professorship at the Central European University (CEU) in Budapest and currently teaches at the College of Europe in Bruges. His research focuses on the EU's political system, institutional change, and challenges in European integration. He is a leading expert on the European Council and Council, emphasizing deliberative intergovernmentalism in EU governance.
Uwe Puetter earned his doctorate from Queen's University Belfast in 2004, analyzing the Eurogroup's role in EU economic governance. He has authored influential books such as The European Council and the Council: New Intergovernmentalism and Institutional Change (2014) and The Eurogroup: How a Secretive Circle of Finance Ministers Shape European Economic Governance (2006). His work addresses EU institutional dynamics, policy coordination, and crisis management.
Key awards include the Lord Bryce Prize (2003-2004) and the Ernst B. Haas Prize for his doctoral research. He has led major EU-funded projects like EMU Choices and bEUcitizen, analyzing national preference formation during the Euro crisis. His contributions span academic leadership roles, including directing CEU's Center for European Union Research (2010–2019) and serving on the European Research Council's Advanced Grant panel.
His recent research emphasizes the evolving role of the European Council, Brexit's implications, and post-Maastricht institutional adaptations.
