Ursula Uttinger is a Lecturer at the Lucerne School of Computer Science and Information Technology (HSLU) since 2000. She specializes in data protection, IT law, and privacy-related legal issues. Her roles include serving as President of the Data Protection Forum Switzerland (2000–2019), External Data Protection Officer for the Foundation for Patient Protection (since 2018), and author of data protection law commentary for Weblaw (since 2012).
Education: Licentiate in Law from the University of Zurich (1989–1995), Executive MBA from the University of St. Gallen (2001–2003), and Executive Master of Arts in Philosophy and Management from the University of Lucerne (2010–2012).
Research focuses on data protection in healthcare, digital ethics, and regulatory compliance. Recent publications address GDPR revisions, privacy in recruitment processes, and legal implications of surveillance technologies. She advises on cyber-risk management and has led projects like Linket2Safety (2013–2014) and served in roles such as Head of Staff Services at the St. Gallen Cantonal Police (2007–2009).
Her work bridges legal frameworks and practical applications, emphasizing privacy rights in digital transformation. She is actively involved in policy discussions on data governance and has been a city councilor in Zurich (2005–2017).
