Trygve Ottersen

Trygve Ottersen is an Associate Professor at the Department of Community Medicine and Global Health, Faculty of Medicine, University of Oslo. He also serves as Executive Director at the Norwegian Institute of Public Health and as Adjunct Professor of Law at the University of Ottawa. His academic work centers on global health policy, with a focus on health systems strengthening, universal health coverage, equitable financing, and global health security.

His research interests include:

• Health systems strengthening and priority setting
• Universal health coverage and procedural fairness in financing
• Global health security, pandemic preparedness, and antimicrobial resistance
• Development assistance for health and funding equity
• Migration and maternal health access
• Ethics and governance in global health

His recent publications demonstrate a strong trend in analyzing equity in health financing, integration of health agendas, and institutional roles in global health. Many of his studies employ policy analysis, scoping reviews, and ethical frameworks to address systemic challenges in global health governance. He frequently collaborates with international institutions such as the WHO, Chatham House, and the Global Fund.

Trygve Ottersen has held key roles in influential initiatives, including directing the Oslo Group on Global Health Policy and contributing to the Lancet Commission on synergies between universal health coverage, health security, and health promotion. He has advised or worked with major global health organizations, including the UN Special Envoy on Ebola and the Centre on Global Health Security at Chatham House.

His academic background includes an MD and PhD. He is actively engaged in interdisciplinary research linking medicine, law, ethics, and public policy. He leads and participates in multiple international research partnerships, including collaborations with the University of Bergen, Harvard T.H. Chan School of Public Health, University of Pennsylvania, and the National Institutes of Health.
