Dr. Tobias Hagmann Leupin is a Lecturer and Research Associate at the Department of Political Science, University of Basel, and Senior Program Officer at the Swiss Peace Foundation (swisspeace). He holds a PhD in Public Administration from the University of Lausanne and Institut de hautes études en administration publique (IDHEAP). Previously, he served as Associate Professor of Development Studies and Comparative Politics at Roskilde University (2012–2021), with visiting appointments at the University of Zurich, Woodrow Wilson Center, UC Berkeley, and the Danish Institute for International Studies (DIIS).
His research focuses on comparative conflict studies, state sociology, and politics in the Horn of Africa, with specific expertise in Somalia, Ethiopia, and Kenya. His work explores topics such as border trade dynamics, state formation, peacebuilding, and the political economy of development aid. His analysis has been featured in outlets like the New York Times, Neue Zürcher Zeitung, and International Crisis Group.
