Timothy Higgins

Timothy Higgins is an Associate Professor of Actuarial Studies and Associate Dean (Research) at the College of Business and Economics, Australian National University. He is a Fellow of the Institute of Actuaries of Australia and holds affiliations with the Institute for Climate, Energy & Disaster Solutions.

His research focuses on income-contingent loan (ICL) theory and applications, including policy analysis for tertiary education financing, paid parental leave, and sustainable farming. Additional interests span stochastic earnings dynamics, superannuation, and retirement policy. His work bridges academic research and policy impact, with funding from the Australian Research Council (ARC) and contributions to parliamentary discussions.

Tim has published in journals like Economics of Education Review and PLOS ONE, co-authored Income Contingent Loans: Theory, Practice and Prospects, and advised on policy reforms. His research emphasizes equitable financing mechanisms and their societal impacts.

Teaching contributions include over 20 years of instruction in actuarial science and statistics, recognized by an ANU teaching award. He actively collaborates across disciplines to address complex socio-economic challenges.
