Dr. Tihomir Žiljak is a researcher and educator at the University of Zagreb, where he founded and leads the Department for Development, Lifelong Learning and EU Programmes. He holds a bachelor’s, master’s, and doctoral degree from the Faculty of Political Science in Zagreb.

His research focuses on education policies, social policies, cultural policies, and public policies in the EU and Croatia. He has contributed to projects under the CARDS, IPA, European Social Fund, and Erasmus+ programmes, emphasizing inclusivity for people with disabilities, the elderly, and the long-term unemployed. He also serves as the national ambassador for the Erasmus+ programme.

Dr. Žiljak has actively taught at graduate, specialist, and doctoral levels across multiple faculties at the University of Zagreb and the University of Mostar. He is a board member of the Network for Adult Learning, Social Participation and Intergenerational Dialogue (DANET) in Ulm, Germany, and a vice president of the Croatian Andragogy Society. Additionally, he participates in the Academic Network of European Experts on Persons with Disabilities and advises the Ombudsman for Persons with Disabilities in Croatia.
