Thomas W. Brewer

Thomas W. Brewer is a Professor of Health Policy and Management at Kent State University's College of Public Health. He holds a PhD in Criminal Justice (University at Albany, 2003) and an M.Jur. in Health Law (Loyola University Chicago, 2016). As a founding faculty member of the College of Public Health, he previously served as Associate Dean for Undergraduate Academic Affairs (2002–2013) and currently leads the Graduate Certificate in Healthcare Compliance. His expertise spans healthcare law, regulatory compliance, and podiatric care's role in managing diabetic foot complications. He coordinates the joint D.P.M.-M.P.H. program at the College of Podiatric Medicine and actively teaches in public health curricula.

Research focuses on Medicaid policy, podiatric care efficacy, and regulatory frameworks in healthcare. Key themes include improving access to preventive foot care for diabetic patients, analyzing policy impacts on podiatric services, and enhancing compliance in long-term care facilities. Recent work highlights disparities in Medicaid coverage and pandemic-driven policy adjustments.

His over 20 publications address healthcare ethics, capital punishment jurisprudence, and geriatric suicide prevention. He is affiliated with the American Public Health Association and Health Care Compliance Association. Military service includes roles in the U.S. Army and Ohio Army National Guard as a military police officer.
