Thomas M. Russell is an Assistant Professor in the Department of Economics at Carleton University, affiliated with the Faculty of Public and Global Affairs. He holds a B.A. from Queen’s University, and M.A. and Ph.D. from the University of Toronto. His research focuses on theoretical econometrics, particularly partial identification in econometric models, with applications to treatment effects analysis and structural estimation.
His expertise includes developing estimation and inference methods for models with many conditional moment inequalities, nonseparable binary response models, and dynamic panel logit models. Key contributions include work on sharp bounds for treatment effects and counterfactual identification in discrete outcome models.
Russell’s publications appear in top journals such as the Journal of Econometrics and Journal of Business & Economic Statistics. His recent work explores Wasserstein-robust counterfactuals and optimal policy learning through policy transforms. He maintains an active research agenda in partial identification, moment inequalities, and structural econometric modeling.
