Thomas M. Powers is an Associate Professor of Philosophy and Director of the Center for Science, Ethics & Public Policy at the University of Delaware. He holds affiliations with the Biden School of Public Policy & Administration, Data Science Institute, and Delaware Biotechnology Institute. His research focuses on ethics of information technology, artificial intelligence, machine ethics, and nanotechnology. He earned his Ph.D. in Philosophy from the University of Texas at Austin and a B.A. from the College of William and Mary.
His work explores ethical dimensions of emerging technologies, including AI, robotics, and sociotechnical systems. Key interests include moral agency of machines, deontological ethics in AI, and the societal implications of technological advancements. He has authored or edited multiple books, including Philosophy and Computing (2017), and contributed to high-impact journals in ethics and technology.
Powers has secured over $20 million in research funding, leading projects on AI ethics, autonomous systems, and nanotechnology. He serves on editorial boards for journals like Philosophy & Technology and advises international initiatives on AI governance.
