Steven Alan Barnett is a Professor of Practice in Economics at The University of Hong Kong, bringing over 25 years of distinguished experience in international economic policy, particularly through his extensive career at the International Monetary Fund (IMF). Professor Barnett's academic credentials include a Ph.D. in Economics from the University of Maryland, College Park (1992-1997), an M.A. in Russian, East European, and Eurasian Studies from Stanford University (1989-1990), and a B.A. in Economics with Honors from Stanford University (1986-1990).
His research focuses on the Chinese macroeconomy, household consumption and savings patterns, fiscal policy, and global macroeconomic trends. Professor Barnett is widely recognized as an authority on China's economy, having pioneered key fiscal metrics including the now-standard augmented deficit and debt framework for China.
