Steve Wood is a Visiting Policy Fellow at the Oxford Internet Institute (OII), University of Oxford, since September 2022. He has extensive experience in digital regulation and public policy, previously serving as Deputy Commissioner of the UK Information Commissioner’s Office (ICO) for six years, where he led policy and strategy, including the development of the groundbreaking Age Appropriate Design Code. Before the ICO, he worked at HM Treasury and was a senior lecturer at Liverpool John Moores University. He also chaired the OECD Working Party on Data Governance and Privacy from 2019 to 2022.

His research focuses on children’s privacy, online harms mitigation, data protection frameworks, and regulatory strategies for digital environments. He advises on complex data governance challenges through his consultancy, PrivacyX Consulting, established after leaving the ICO.
Notable contributions include shaping global standards for children’s data protection via the ICO’s Age Appropriate Design Code and advancing international data governance through OECD initiatives.
