Stephen Bayne serves as Vice Chancellor for Innovation and Collaboration, Executive Director of the Critical Infrastructure Security Institute (CISI), and John R. Bradford Endowed Chair in Engineering at Texas Tech University. He is a Professor in the Department of Electrical & Computer Engineering within the Whitacre College of Engineering, having previously held leadership roles as interim Dean and Department Chair.
Dr. Bayne earned his PhD (1997), MS (1994), and BS (1993) in Electrical Engineering from Texas Tech University. His research focuses on power electronics and pulsed power applications, with specific expertise in hybrid electric vehicle systems, compact power converter design, and power device evaluation. He leads the Center for Pulsed Power & Power Electronics Laboratory (P3E) and has established a significant energy research program at Texas Tech.
With over $32.6 million secured in research funding (including $11.5 million personally credited), Dr. Bayne has authored more than 219 publications, a book, a book chapter, and holds two U.S. patents. His work spans electrical engineering disciplines with emphasis on power systems innovation.

As an Air Force veteran, Dr. Bayne prioritizes inclusive education through initiatives like the National GEM Consortium for underrepresented graduate students and Army Educational Outreach Program (AEOP) summer mentoring for high schoolers. He has managed departmental budgets, faculty recruitment, and graduate admissions throughout his administrative career.
