Shannon Arvizu

Shannon Arvizu, Ph.D., serves as Senior Fellow at the University of California, Berkeley's Goldman School of Public Policy and Principal at Civic Wisdom. Previously, she held the role of Senior Advisor to the Chief Data Officer at the U.S. Department of Commerce, where she spearheaded the FY25–28 Data Strategy and co-founded the White House U.S. Tech Policy Network connecting federal, state, and local data leaders.

Her research centers on government innovation through citizen-centered design, leveraging collective intelligence to solve public sector challenges. With over 15 years of cross-sector experience, she advises governments on performance measurement, agile transformation, and building learning cultures for continuous improvement. Key focus areas include data strategy implementation, civic technology development, and creating policy data products that enhance quality-of-life outcomes through evidence-based decision making.
