Sean Keenan, Ph.D., serves as an Adjunct Professor in the Sociology Department at Fort Hays State University while working full-time as an environmental analyst for BIO-WEST, Inc. Based in Logan, Utah, he bridges academic sociology with practical environmental policy implementation through NEPA compliance work.
Dr. Keenan earned his Ph.D. in sociology from Utah State University in 2000. His research trajectory began with rural development and innovation studies focused on community economic dependence on natural resources and agriculture, leading to a USDA Agricultural Research Service fellowship at Oklahoma State University (2002-2006) promoting innovative pest management practices.
His scholarly work centers on environmental justice and the social dimensions of infrastructure development, examining disproportionate impacts on minority and low-income populations. This research directly informs his current NEPA implementation work where he analyzes how roads, power lines, and water treatment facilities affect the 'quality of the human environment' beyond just natural resources.
At BIO-WEST, Inc., Dr. Keenan collaborates daily with interdisciplinary teams including biologists, physical scientists, engineers, and geographers. His procedural expertise ensures social and economic environments receive equal consideration alongside cultural and natural resources in environmental impact assessments for major infrastructure projects.
