Sarah A. Binder

Sarah A. Binder is a Senior Fellow in Governance Studies at the Brookings Institution's Center for Effective Public Management (CEPM) and a Professor of Political Science at George Washington University. She specializes in legislative politics, congressional dynamics, and the relationship between Congress and the Federal Reserve.

Education:
Ph.D. in Political Science from the University of Minnesota (1995); B.A. from Yale University (1986).

Research Focus:
Her work explores legislative gridlock, partisan conflict, judicial appointments, and the institutional design of Congress. She integrates historical analysis with contemporary policy debates, particularly on economic governance and political reform.
