Sally Katzen serves as Professor of Practice and Distinguished Scholar in Residence at New York University School of Law, where she co-directs the Legislative and Regulatory Process Clinic. She maintains an active role in teaching advanced administrative law seminars and government lawyering courses.
Her research focuses on Administrative Law, Constitutional Law, Legislation, and Regulatory Practice, with particular expertise in cost-benefit analysis, civil service policy, and regulatory transparency. Her work bridges academic theory and practical governance challenges through extensive government experience.
Her publications consistently address regulatory process reform, including critiques of OIRA oversight mechanisms and proposals for modernizing the Paperwork Reduction Act. Recent articles analyze early public engagement in rulemaking and retrospective review frameworks.
