Said Mahmoudi is a Professor of International Law at the Department of Law, Faculty of Law, Stockholm University, where he has been teaching since 1999. He previously served as Dean of the Stockholm Faculty of Law from 2009 to 2011.
His educational background includes:
- LL.M. from Tehran University in 1974
- Diploma in Graduate Legal Studies from Stockholm University in 1984
- LL.D. from Stockholm University in 1987
- Docent in International Law from Stockholm University in 1988
Professor Mahmoudi's research primarily focuses on law of the sea, international environmental law, use of force, international organizations, and state immunity. His work in these areas has established him as a respected scholar in international legal circles, with particular expertise in maritime law and environmental governance at the international level. He has contributed significantly to the understanding of how states interact within the framework of international law, especially regarding sovereignty issues and environmental protection.

- Arbitrator appointed by the Swedish government according to Annex VII to the UN Convention on the Law of the Sea since 2006
- Member of the International Advisory Board of the Law of the Sea Institute at the University of California, Berkeley
