Dr. Ruth Horn is an Associate Professor in Ethics at the University of Oxford and a Research Fellow at the Wellcome Centre for Ethics and the Humanities. She also serves as Deputy Director of Ethics of Medicine at the University of Augsburg, Germany, and is a member of multiple international ethics committees, including the Oxford Tropical Research Ethics Committee and the European Association of Centre of Medical Ethics (EACME), where she is President.

Her work spans clinical ethics, reproductive health, and healthcare systems, with a focus on cross-cultural comparisons between England, France, and Germany. She has authored influential reports, including ethical guidance for the British Society for Genetic Medicine.
