Russell D. Covey is a Professor at Georgia State University College of Law, where he teaches criminal law and procedure. He is a leading scholar on wrongful convictions, plea bargaining, and criminal justice reform, integrating insights from economics, cognitive psychology, and behavioral economics into his research. Covey co-edited The Wrongful Convictions Reader (2018) and co-chairs the ABA Plea Bargaining Task Force, advocating for systemic changes in plea bargaining practices. He has filed amicus briefs for the National Association of Criminal Defense Lawyers and represented pro bono clients in high-profile appellate cases.
His research examines:
- Wrongful convictions caused by police misconduct
- Prosecutorial use of perjury sanctions
- Pernicious effects of jailhouse informants
- Behavioral economics in criminal justice
Covey's publications span books, book chapters, and over 20 law review articles, with recent works analyzing plea bargaining structures, evidentiary standards, and legal philosophy. Prior to Georgia State, he clerked for Judge Allyne R. Ross, practiced at Williams & Connolly in Washington, D.C., and taught at Whittier Law School.
