Ross Rubenstein is a Professor and Dan E. Sweat Distinguished Chair in Educational and Community Policy at Georgia State University's Department of Public Management and Policy, affiliated with the Andrew Young School of Policy Studies and Georgia Policy Labs. Previously, he served as Associate Dean and Chair of Syracuse University's Maxwell School (2011–2015), returning to Georgia State after an initial tenure from 1997–2003. His research focuses on public finance and education policy, particularly funding equity, efficiency measurement in public services, school district budgeting, and merit-based scholarship impacts.
