Roman Melnyk

Roman Melnyk is a Professor of Administrative Law at Taras Shevchenko National University of Kyiv, Ukraine. He serves as Director of the German Law Center and Head of the Program for Approximation of Ukrainian Legislation to the European Union. His career spans roles as a Senior Teaching Assistant (2002–2006), Head of Research Laboratories, and Departmental Leadership (2006–2012) at Kharkiv National University of Internal Affairs before joining Kyiv University.

Roman Melnyk’s publications explore trends in administrative law theory, EU legislative harmonization, and human rights implementation. His work bridges Ukrainian jurisprudence with German and EU frameworks, emphasizing judicial reform and citizen-state dynamics.

He actively collaborates with international institutions, including the German Ministry of Education and Research, Georg-August University of Goettingen, and the German Law Center at Kyiv University. His leadership includes co-editing comparative legal works and advising on public policy reforms.
