- Graduate degree in Public Administration from Seattle University

Dr. Colvin's research program investigates public employment equity, police decision-making processes, and LGBTQ+ civil rights through comparative international frameworks. He examines how gender identity and sexual orientation impact law enforcement practices, workplace experiences, and policy implementation across the United States, United Kingdom, Europe, and Argentina. His scholarship emphasizes social equity in public safety organizations, notably through the book Gay and Lesbian Cops: Diversity and Effective Policing (Lynne Rienner Publishing, 2012).
Analysis of his 2014-2020 publications reveals evolving methodological sophistication in studying marginalized groups within policing, with increasing attention to non-binary gender identities after 2016. His work consistently connects theoretical frameworks in public administration to practical implications for police reform, organizational culture change, and inclusive policy design. Geographic scope has expanded from US-focused studies to transnational comparisons, particularly regarding European LGBTQ+ police associations and Latin American policing contexts.
Dr. Colvin maintains active institutional engagement at SDSU through his directorship and MPA faculty role, with primary contact via rcolvin@sdsu.edu at Adams Humanities 4110. No scientific awards or student advising information appears in the source documentation.
