Robert W. Glover is Associate Professor of Political Science & Honors at the University of Maine, with joint appointments in the Department of Political Science and Honors College. He holds a PhD and MA from the University of Connecticut and a BA from the University of Massachusetts, Dartmouth. His research focuses on public policy, political engagement, drug policy attitudes, and electoral processes.
Glover's current projects investigate shifting drug policy attitudes in Maine and the attitudinal impacts of serving as a poll worker. As co-director of Maine's Scholars Strategy Network chapter, he connects academic research with policymakers and communities. Since 2016, he has been an ENACT Faculty Fellow at Brandeis University, developing programs that teach students to engage with state policy processes.
His publications consistently address democratic engagement mechanisms, examining how institutional designs and educational approaches affect civic participation and policy outcomes.
