Robert J. MacCoun is James and Patricia Kowal Professor of Law at Stanford Law School and Senior Fellow at the Freeman Spogli Institute. Holds PhD (1984) and MA (1983) from Michigan State University, and BA from Kalamazoo College (1980). Previously faculty at UC Berkeley Law School and Goldman School of Public Policy, and behavioral scientist at RAND Corporation.
Research examines drug policy, social influence processes, fairness perceptions in legal systems, and algorithmic ethics. Current projects address ethical implications of counterfactual simulation models in AI.
Publications analyze marijuana policy implementation, distributive justice norms, and methodological challenges in behavioral science.

Leads policy practicums on psychoactive drug policies and California Proposition 64 implementation. Expert witness on military personnel policies including 'Don't Ask, Don't Tell'. Serves as Director for Enterprise Singapore Scale-Up SG Tech Programme.
