Robert A Zirkle

Robert A Zirkle serves as a Professorial Lecturer (part-time) at George Washington University, while maintaining a long-term role as a Research Staff Member at the Institute for Defense Analyses (IDA) since 1990. His expertise spans WMD effects modeling, verification/validation (VV&V) of defense systems, and combat modeling. He has contributed to projects for the Department of Defense, Homeland Security, and the Intelligence Community.

Education: Ph.D. in Political Science (MIT, 2008), focusing on U.S. Army organizational culture and national security; B.S. Physics and B.A. Political Science from the University of Illinois.

Research priorities include urban warfare, irregular warfare, counter-terrorism, and integrating cultural education into military training. His work emphasizes practical applications in defense policy, such as improving interagency collaboration and optimizing CBRN casualty estimation methodologies.

Publications span over three decades, addressing topics like NATO CBRN guidelines, Iran’s energy infrastructure, and MOUT (Military Operations in Urban Terrain) technology. Notable projects include developing the Operational Effectiveness Loss Multiplier (OELM) framework and analyzing post-war Army National Guard budget cycles.
