Regiane Garcia

Dr. Regiane (Regi) Garcia is an Adjunct Professor in the Human Rights program at the University of Winnipeg and concurrently a Senior Research Associate in the Faculty of Health Sciences at Simon Fraser University. A Brazilian-trained lawyer admitted to the Bar in 1997, she brings more than fifteen years of expertise at the intersection of health law, human rights, and data governance.

Dr. Garcia’s scholarship focuses on three interconnected domains:

• Data Governance & Privacy: ethical and legal frameworks for privacy-preserving data sharing, especially machine-learning-driven health systems and cross-border collaborations such as the Cascadia Corridor initiative.
• Social Justice & Stigma: community-level investigations into stigma surrounding neglected tropical diseases in Ghana and the health-justice interface in Vancouver’s Downtown Community Court.
