Dr. Ray Silvius is a Professor in the Department of Political Science at The University of Winnipeg, Canada. His scholarly work bridges international political economy, Russian state projects, and refugee housing trajectories in Winnipeg.

His research employs a heterodox and historical approach to International Relations and International Political Economy (IPE), focusing on how cultural and civilizational frameworks shape Russian state initiatives, non-Western regional architectures, and post-Western global order concepts. Current projects analyze the BRICS framework's impact on post-hegemonic practices and local manifestations of global processes through refugee housing studies in Winnipeg.
Dr. Silvius’s community-based participatory methodology collaborates with the Manitoba Interfaith Immigration Council and refugee communities to chart housing trajectories over three years, funded by a $49,946 Manitoba Research Alliance grant. He also leads the Migration in Remote and Rural Areas (MIRRA) Network under the Rural Policy Learning Commons (RPLC), a seven-year SSHRC partnership grant focused on comparative international rural policy.
