Rafael Cox Alomar is a Professor of Law at the David A. Clarke School of Law, University of the District of Columbia. He holds a Juris Doctor from Harvard Law School (2004), a Doctor of Philosophy from University of Oxford (2001 as a Marshall Scholar), and a Bachelor of Arts from Cornell University (1997). His academic roles include Visiting Professorships at Harvard Law School (2022) and Georgetown Law Center (2019).
His research focuses on constitutional decolonization in former British, French, and Dutch territories, bilateral investment treaty interpretation in arbitration, and Puerto Rico’s legal status. He has authored books on Puerto Rican constitutionalism and contributed to journals like Columbia Human Rights Law Review and the ICSID Review.
Alomar has advised on eight ICSID arbitrations involving states like Venezuela and France, and his work frequently addresses colonial legacies in law. He has testified before U.S. Congress on Puerto Rico’s status, participated in over 50 academic presentations globally, and authored op-eds in outlets like Miami Herald and El País. His legal practice spans international arbitration and dispute resolution with top D.C. firms.
