Rachel Schoner is an Assistant Professor in the Department of Political Science at Tulane University's School of Liberal Arts. Her research focuses on non-state actors in international relations, human rights, international organizations, international law and courts, and political violence. She earned her Ph.D. in Political Science from the University of California-San Diego in 2022, preceded by dual M.A. and B.A. degrees in Political Science and Mathematics from Emory University.

Her research examines the strategic dynamics of human rights compliance, repressive regime interactions with international institutions, and non-state actor engagement in global governance. She has published in journals such as Review of International Organizations and Law and Politics Book Review, with recent work analyzing the impact of UN treaty body petitions and the paradox of repressive regimes participating in human rights accountability mechanisms.
Notable trends in her scholarship include institutional evolution in human rights bodies, strategic victim advocacy, and forum selection by non-state actors. She has received prestigious awards including the APSA Best Graduate Student Paper in Law and Courts (2022), UACES Scholarship (2020), and multiple travel grants from ISA, APSA, and Prestage-Cook.
