Qun Xie

Qun Xie is a Visiting Professor and Visiting Scholar at the Center for Studies in Higher Education (CSHE) within the Goldman School of Public Policy at the University of California, Berkeley. She holds a PhD in higher education pedagogy from East China Normal University and is a professor at the Shanghai University of Electric Power, where she previously served as Director of the Development Policies & Planning Office (2007–2017).

Research Focus:

Her research centers on higher education policy, institutional research methodologies, and decision support systems in universities. During her visit to UC Berkeley, she is examining U.S. institutional research practices and their applicability to Chinese higher education administration, particularly in Shanghai. She has led numerous national, provincial, and municipal research projects in China, focusing on educational planning and resource allocation policies.

Current Projects:

• Study of U.S. university decision support systems and their adaptation to Chinese institutions
• Analysis of American higher education resource allocation policies
