Phillip Y. Lipscy is a Professor of Political Science at the University of Toronto, holding the Richard Charles Lee Directorship of the Asian Institute and the Chair in Japanese Politics and Global Affairs. He concurrently serves as a Professor at the Faculty of Law at the University of Tokyo. His research focuses on international cooperation, energy and climate policy, Japanese politics, and institutional reform in international organizations. Lipscy's 2017 book Renegotiating the World Order examines how states leverage institutional change to enhance global influence.

He earned his Ph.D. in Political Science from Harvard University and has affiliations with institutions such as the Program on U.S.-Japan Relations at Harvard and the Initiative for Sustainable Energy Policy at Johns Hopkins SAIS.
