Philippe Luppi

Philippe Luppi is a Lecturer in Public Law at Côte d'Azur University, authorized to supervise research (HDR), and Deputy Director of the DESPEG Doctoral School (Law and Political Science, Economics and Management). He is affiliated with the Center for Studies and Research in Administrative, Constitutional, Financial and Fiscal Law (CERDACFF). His research focuses on administrative law, constitutional law, and tax law, with recent work addressing international legal challenges and public sector reforms. He directs the Corporate Tax Law and Procedures courses at Master’s level and participates in academic governance roles.

Research interests include the interplay between constitutional frameworks and administrative practices, international law implications in public governance, and tax regulatory systems. His recent publications analyze customs reforms in Chad and explore modern challenges in public law. He has contributed to academic tributes to legal scholars and engages with constitutional case law analysis.

As Deputy Director of the DESPEG Doctoral School, he oversees graduate training in legal and management disciplines. He maintains active involvement in legal education and research through CERDACFF, focusing on administrative, financial, and fiscal law domains.
