Philippe Choné

Philippe Choné is a Full Professor of Economics at ENSAE Paris within the Group of National Schools of Economics and Statistics (GENES), serving as Director of Research for GENES and a permanent CREST researcher. He is also a CEPR research fellow specializing in Industrial Organization, with work bridging academic rigor and policy impact in healthcare regulation and competition policy.

His research centers on market competition dynamics and public interventions to correct market failures, particularly in healthcare industries. He investigates how regulation, taxation, and institutional design affect efficiency and equity, with a long-standing focus on healthcare system organization. This interdisciplinary approach integrates microeconomic theory with empirical analysis to address real-world policy challenges.

Recent 2025 publications examine gender disparities in employer training, inequality drivers (including corporate markups and tax policies), and historical perspectives on trade agreements. These works demonstrate his signature blend of Industrial Organization, Labor Economics, and Public Finance methodologies to inform evidence-based policymaking.

Professor Choné has advised multiple government agencies, notably serving three terms at the French Competition Authority as Chief Economist and College member. He currently leads the GRAPH4HEALTH initiative, which recruits doctoral and postdoctoral researchers to apply statistical and machine learning techniques to healthcare accessibility and outcomes.

He actively contributes to the GRAPH4HEALTH team, fostering cross-disciplinary collaboration between economists, statisticians, and health policy experts to model healthcare systems using large-scale graph analytics.
