Philip Shapira

Philip Shapira is a Professor of Innovation Management and Policy at the Alliance Manchester Business School, University of Manchester, and a Part-Time Professor of Public Policy at Georgia Institute of Technology. He leads the Emerging Technologies and Governance Group at the Manchester Institute of Innovation Research and co-leads research projects on AI governance and bio-manufacturing. His roles include academic leadership in the Science, Technology and Innovation Policy (STIP) doctoral program and advising international agencies like the OECD and World Bank.

Education: PhD in City and Regional Planning (UC Berkeley), MA in Economics (UC Berkeley), MCP (MIT), DipTP (Gloucestershire College of Art & Design).

Research Interests: Shapira focuses on science policy, emerging technologies (AI, synthetic biology, nanotechnology), responsible innovation, and sustainable development. He employs qualitative and quantitative methods, including text analysis with generative AI models. His work addresses governance challenges in next-generation manufacturing and technology diffusion strategies.

Recent Research Trends: Articles explore AI ethics, bioeconomy frameworks, EU innovation networks, and cross-country industrial policies. Key themes include bridging technology adoption gaps, sustainability in innovation systems, and leveraging digital tools for policy analysis.
