Philine Warnke serves as Deputy Head of the Department of Foresight and Coordinator of the Business Unit Foresight for Policy and Administration at Fraunhofer ISI. She holds a PhD from the University of Darmstadt, specializing in STS (Science and Technology Studies). Her work focuses on Foresight processes, socio-technical change, and innovation studies, with a strong emphasis on policy applications. She has led projects across Europe, including roles at the European Commission’s JRC-IPTS and the Austrian Institute of Technology. From 2019–2020, she contributed to establishing strategic foresight units in Germany’s Federal Chancellery.
Her research explores participatory foresight methodologies, institutionalization of Foresight, and resilience engineering. Key areas include policy-lens frameworks, decarbonization pathways, and co-creation of socio-technical scenarios. She has advised governments and industries on long-term strategic planning, with a focus on sustainability transitions and innovation ecosystems. Notable projects include the BMBF Foresight Process, JERRI (Responsible Research & Innovation), and FutuResilience.
Publications span journals like *Technological Forecasting and Social Change* and *European Journal of Futures Research*, with contributions on biases in foresight processes, net-zero emission pathways, and participatory policy design. Her work bridges academic research with practical applications in policy-making, emphasizing interdisciplinary collaboration and real-world impact.
