Paul Diller is a visiting professor of law at the University of Oregon School of Law during fall 2024. He holds a tenured position as the Roscoe C. & Debra H. Distinguished Faculty Scholar at Willamette University, Salem, Oregon. His expertise lies in state and local government law, public health law, and the legal dynamics of state preemption of local authority. Notably, he has analyzed constitutional issues arising from pandemic responses, including emergency governance frameworks during the COVID-19 pandemic.
Education: J.D. (magna cum laude, Order of the Coif) from University of Michigan Law School (2001); B.S. and B.A.S. (magna cum laude) from University of Pennsylvania (1996). Professional experience includes federal judicial clerkship, U.S. Department of Justice litigation, and teaching at multiple law schools including Willamette University, University of Michigan, and Lewis & Clark.
Research focuses on federalism, emergency legal authority, and structural constitutional issues. Recent work includes authoring *The Law of COVID-19* (Aspen 2023), examining pandemic-related legal responses across governmental levels.
Awards include the 2013 Robert Misner Award for Excellence in Scholarship and dual International Municipal Lawyers Association Service Awards (2017 & 2021). His amicus contributions include the Gill v. Whitford case addressing partisan gerrymandering, reflecting his engagement with high-impact legal issues.
