Pantoleon Skayiannis is a distinguished Professor in the field of Infrastructure Policy at the Department of Spatial Planning, Urban Planning and Regional Development Engineering of the Polytechnic School at the University of Thessaly (UTH). He holds multiple significant leadership positions including Director of the Institute of Innovation and Entrepreneurship of the 'Iason' Research Center at the University of Thessaloniki (since November 2019), Scientific Director of the Innovation and Entrepreneurship Unit of the University of Thessaly, and Director of the Infrastructure, Technology Policy and Development Laboratory of the Technical and Technological Research Council of Greece. He serves as Interim Dean of the School of Technology (since March 2019) and is a National Representative at the Association of European Schools of Planning (AESOP).
Skayiannis earned his Doctor of Philosophy in Urban and Regional Studies from the University of Sussex (1990), following a Master of Arts in the same field from the same institution (1984). He completed his undergraduate studies as an Architect Engineer at the Aristotle University of Thessaloniki (1980). His academic career spans from 1996-2020 as faculty at the University of Thessaly, preceded by work as a consultant and freelance architect.
His research interests focus on infrastructure policy, urban and regional development, transportation systems, and innovation and entrepreneurship. His scholarly work demonstrates a strong connection between theoretical frameworks and practical applications in spatial planning, with particular emphasis on mega infrastructure projects, sustainable urban mobility, and the relationship between transportation networks and spatial development. His publications reveal a consistent engagement with both Greek and international planning contexts, with numerous studies examining the Balkan region and European integration processes.
His recent publications show a clear trend toward examining sustainable urban mobility, the health benefits of non-motorized transport, and the challenges of urban regeneration in times of economic crisis. His work bridges academic research with practical policy implementation, particularly evident in his studies of major infrastructure projects and their impact on urban development patterns.

He has served as scientific director for multiple research centers and laboratories, demonstrating strong leadership in academic research management. His work extends to practical applications through his involvement with the Volos Port Authority and various regional development initiatives.
He leads the Infrastructure, Technology Policy and Development Laboratory and has been instrumental in establishing innovation and entrepreneurship units within Greek universities. His work connects academic research with regional development needs, particularly through his involvement with the Regional Research and Innovation Council of Thessaly.
