Pamela Frasch is a Professor of Law and the Brooks McCormick Jr. Scholar of Animal Law and Policy at Lewis & Clark Law School. She founded the Center for Animal Law Studies (CALS), an academic program focused on legal research, scholarship, and experiential education in animal law. Her work emphasizes training legal professionals, advancing animal protection through litigation, legislation, and policy, and promoting rigorous legal strategies for animal welfare.
Professor Frasch holds a JD from William Mitchell College of Law and a BA from the University of Minnesota. Prior to her academic career, she practiced labor and employment law and specialized in animal law as General Counsel for the Animal Legal Defense Fund (ALDF), where she established the ALDF Criminal Justice Program to combat animal cruelty.
Her research interests include criminal justice reforms for animal abuse cases, food law, and global animal law developments. She has co-authored seminal texts such as Animal Law: Cases and Materials (6th ed., 2019) and Animal Law in a Nutshell (3rd ed., 2020), which are foundational in U.S. law schools. She has also contributed to international legal frameworks, including drafting Oregon’s first felony anti-cruelty law.
Professor Frasch has received awards for her contributions to animal law education and advocacy, including the TIR International Animal Law Award (2015) and the AALS Excellence Award (2016). She frequently lectures globally on animal law topics and has led initiatives to expand animal law education and policy reform.
