Olivier Coutard serves as a Research Director at CNRS affiliated with École des Ponts ParisTech, holding significant leadership roles including Director of LATTS (Laboratoire Techniques Territoires Sociétés) from 2008-2015 and co-director of the Urban Futures Lab (Université Paris-Est) from 2016-2019. He presided over Section 39 (Spaces, Territories, Societies) of France's National Committee for Scientific Research for two terms (2008-2012, 2016-2021) and chaired the Conference of Presidents of Sections and Interdisciplinary Commissions (CPCN) during 2016-2021.
His academic foundation includes an engineering degree from École nationale des Ponts et Chaussées (1988), a DEA in socio-economics of transport (1988), and a doctoral thesis in economics/social sciences from ENPC (1994). Research focuses on networked infrastructure systems—water, energy, urban transport, and telecommunications—with emphasis on regulatory frameworks, social-spatial implications, and universal service access for vulnerable populations. Current work examines urban energy transitions, alternative sociotechnical configurations in the 'post-networked city,' and metabolization processes (material/energy transformation for social purposes).
Coutard directs major research initiatives including the national PIRVE program (cities/environment, 2006-2009) and PNRU urban research program (2009-2015). His scientific governance spans editorial roles at Flux, Journal of Urban Technology, and International Journal of Urban Sustainable Development, alongside international expertise for Mistra (Sweden), ESRC (UK), NWO (Netherlands), and other European research councils. He maintains active collaboration through the DEMAND research centre (Lancaster University) and European Joint Programming Initiative Urban Europe.
