Oddvar Kaarboe is Associate Professor in Economics at University of Bergen, where he leads Health Economics Bergen (HEB). His research develops financing models for health care through theoretical frameworks and practical implementations.
He has designed remuneration systems at national and regional levels in Norway and contributed to WHO projects on health care decentralization. Current projects analyze hospital prioritization practices and develop surveillance systems to monitor patient prioritization.
Research includes comparative analysis of Norway and Scotland healthcare systems and investigates relationships between social capital and population health outcomes.
